Based on what you're describing--that is, being asked for chapters and a synopsis after someone has seen the query--I'd say send chapters 1-3 and a synopsis of all the high points in the book (including the ending) in detail but in brief. By brief I mean...well, the chapter 4-through-epilogue synopsis for my 125K Camelot book, single-spaced with a blank line between each paragraph, came to four pages.
