domynoe keeps a Whitelist of writers, editors, and other publishing professionals. The last update was, I believe, here (http://domynoe.livejournal.com/80319.html). Whether that's JUST published authors, I don't know, and it may be the one you already know about. For reviews of new SF, try slushgod, who is the assistant editor at the Magazine of Fantasy and Science Fiction. Then there's Locus Online (http://www.locusmag.com/), which is a sort of sci-fi clearinghouse.
If you put the line breaks in between paragraphs manually, you may have to take them out manually. I just poked around in Wordperfect, however, and after adding manual paragraph breaks, I found that I could go to "Format: Paragraph> Format" and have it put the spacing between paragraphs at .5 lines, which takes care of that. Then you should be able to use "Format: Line> Spacing" to double-space the whole doc. Hopefully OpenOffice has the equivalent functions. :)
